E. Madison Avenue Improvements - Oregon Street to Broadway

The City of Belgrade, along with design consultant Sanbell, is planning roadway and infrastructure improvements along E. Madison Avenue between Oregon Street and Broadway. In addition, upgrades to the pedestrian crossing will occur at Main Street and Oregon Street. This project will improve safety, upgrade aging utilities, and enhance pedestrian access along an important neighborhood corridor.
This project is being funded through a Transportation Alternatives (TA) grant and City of Belgrade funds.
Construction is anticipated to start near the end of the 2026 construction season.
Why Improvements Are Needed
E. Madison Avenue currently has:
- Limited sidewalk connectivity
- Aging water and sewer infrastructure
- Drainage challenges
- Pedestrian crossings that may not meet current standards
As Belgrade grows, this corridor must safely serve residents, pedestrians, and drivers while supporting nearby parks, the library, and surrounding neighborhoods.
What’s Proposed
Planned improvements may include:
- New sidewalks and ADA-compliant crossings
- Upgraded pedestrian crossings (type determined through traffic analysis)
- Water main upsizing (8” to 10”)
- Stormwater improvements to meet future MS4 requirements
- Sewer main replacement
- Intersection upgrades at Oregon and Broadway
- Evaluation of improvements near Triangle Park, potentially incorporating stormwater features into a naturalized park setting
Impacts to the Public Portions of the public right-of-way are currently being used for parking but have not been formally designated by the City. Because this corridor is being reconstructed to improve safety, drainage, and pedestrian access, existing on-street parking would be eliminated to accommodate these roadway improvements.
The City will explore whether limited parking opportunities may exist on nearby side streets; however, availability is not guaranteed.
We understand this is an important issue and encourage residents to reach out to the project team to discuss these changes to the boulevard (off-pavement) areas.
What’s Not Changing
- No relocation of power poles
- No major changes to Gallatin or Davis Streets beyond sidewalk tie-ins
- Triangle Park will remain a community space, though elements within it may be evaluated
- Parallel parking on the eastern side of the corridor will remain on both sides of the roadway
