The Utilities Master Plan includes Wastewater, Water, and Stormwater for Belgrade and its Planning Area.


Wastewater Master Plan

As part of the overall planning process, the City of Belgrade will be examining how the city’s growth impacts the wastewater system. The plan will outline the existing wastewater collection and reclamation infrastructure and recommended improvements to meet projected future needs.


What is the Process?

Wastewater Program Drivers

  • Defend Public Health: Ensure wastewater is treated to remove constituents that threaten public health.
  • Protect Natural Resources: Prevent pollution from entering Belgrade’s surface water and groundwater sources.
  • Improve Public Access to Wastewater Services: Analyze and improve infrastructure to ensure equal access to wastewater utilities for all Belgrade residents into the future.
  • Comply with State Wastewater Regulations: Treat wastewater to DEQ effluent wastewater permit standards to prevent risk of future enforcement action.
  • Protect Trust and Transparency with the Public: Encourage residents to voice concerns with wastewater infrastructure and provide feedback on the improvement process.

  3. Improve Public Access to Drinking Water Services: Analyze and improve infrastructure to ensure equal access to drinking water utilities for all Belgrade residents into the future.
  4. Comply with State Drinking Water Regulations: Ensure water quality and demands meet DEQ drinking water permit standards into the future to prevent risk of enforcement action.
  5. Protect Trust and Transparency with the Public: Encourage residents to voice concerns with drinking water infrastructure and provide feedback on the improvement process.

Stormwater Program Drivers

  • Defend Public Health and Safety: Mitigate destructive and nuisance flooding to ensure the safety of the public and their property.
  • Protect Natural Resources: Prevent discharge of polluted stormwater to conserve quality of surface water and groundwater sources.
  • Comply with State Stormwater Regulations: Prevent risk of future enforcement action by adhering to Montana’s MS4 permit, industrial stormwater wastewater permit, and construction general permits.
  • Protect Trust and Transparency with Public: Encourage residents to voice concerns with stormwater infrastructure and provide feedback on the improvement process.
